Mike Murphy (former Bee Cave City Councilman) has clarified that the proposal is far out time wise (2040) and currently only a proposal coming out of the City of Lakeway.
Our thanks to Devin Monk at Lakeway City for this map (an even bigger PDF is attached (registration required).
It shows the path clearly, and the fact that this would create another Colorado River crossing - the major source of North-South congestion.
