WTCPUA to tighten pollution rules

The WTCPUA Board of Directors this week committed to protect water quality in the creeks and aquifers in the areas it serves. As an additional enforcement measure, the WTCPUA proposed putting in place a “Plat Note” for the subdivision plat review departments of Travis County, (Information courtesy of HPR Matters group)

 

 

The City of Bee Cave, The City of Dripping Spring, and Hays County. The envisioned plat note would be attached to the plat of a proposed development stating that if the development is in the Barton Creek watershed, and if the development is planning to get water from the WTCPUA or from a wholesale partner of the WTCPUA, the development must comply with the LCRA’s Memorandum of Understanding (MOU) with the US Fish & Wildlife Service.


The MOU specifies strict water quality protection measures, including setbacks from stream beds, setbacks from springs/seeps and limitations on impervious cover. Note that the entire pipeline along Hamilton Pool Road is within the contributing zone of the Barton Creek watershed, so local developers tapping into the pipeline are subject to a 20% impervious cover limit.


The plat note language will probably be finalized by the next WTCPUA board meeting on May 17, and over the course of time we will find out if the counties and cities agree to implement the plat note proposal.
